Eldbjørg Løwer is a Norwegian politician from the Liberal Party (Venstre). She is a graduate of the ceramics department of the Norwegian National Academy of Craft and Art Industry. She was deputy leader of the Liberal Party 1981-1985, and Kongsberg’s first female mayor 1984-1987. Løwer was Minister of Labor and Administration 1997-1999 and Minister of Defense 1999-2000 in Kjell Magne Bondevik’s first government, and thus Norway’s first female Minister of Defense. She was Chairman of the Board of NRK 2004-2006. Member of the Supervisory Board of DnB NOR from 2006. From 2006 to 2007 she was a member of the Defense Policy Committee, and from 2011 to 2019 Løwer was Chair of the Norwegian Parliamentary Oversight Committee on Intelligence and Security Services (EOS Committee).
